Purchasing and financing schemes for hospitals in Qineland

Contracts for the provision of health care between the Ministry of Health and individual hospitals and health care providers (HHS) are drawn up on the basis of the department's financing and purchasing schemes. By and large, the financing schemes define the prices at which the division obtains goods and related deliverables from HSEs, and the purchasing scheme defines the volumes of goods and related deliverables.

With regard to the financing models: Twenty-seven government clinics are financed by the Queensland Action-based Funding (ABF) scheme, which is largely built on the Queensland ABF scheme (also known as the Nationally Efficient Price), but incorporates a number of changes to accommodate Queensland's priority. Eighty-five institutions are financed through the NEC scheme, which consists of 80 small country clinics, 4 specialised psychiatric clinics and a separate large municipal clinic offering specialised children's healthcare provision.

The NEC bloc financing scheme also finances the following services: education, research and education; unauthorised psychiatric care (17 inclusive of shared bed-based psychiatric services); unauthorised home respiration care (Tier 2 V5.0 unauthorised care 10.19) and listed care 17 not otherwise provided.

Further financing schemes have been devised for those PHS that do not fall within the coverage of the above-mentioned NHRA ABF and bloc financing schemes, such as population-based communal PHS, special financing agreements for criminal PHS, third-party financed PHS. This includes institutions for nursing in old age and caring for the disabled.

Purchasing models determine the amount of work the department is willing to receive from each HHS under the terms of the contract. Purchasing levels are determined by priority investments that have been pinpointed and by known/expected development of customer support in negotiations with the HHS.
