The individual medical insurance is primarily governed at the state levels, in accordance with the McCarran-Ferguson Act. Standard laws and rules issued by the National Association of Insurance Commissioners (NAIC) require a certain amount of consistency. These are the NAIC's main model for the individual healthcare insurance market: Uniform Law on the Provision of Accident and Medical Insurance Cover (UPPL); Model of the Accident and Medical Insurance Minimum Standards Act; Unfair Commercial Practices Act.

Among the confederation acts, which concern the individual illness insurance, belong: HIPAA (Health Insurance Portability and Accountability Act) ; The Newborns' and Mothers' health protection act ; The Women's Health and Cancer Rights Act ; ^ Income, Poverty, and Insurance coverage in the United States : Report 2007 (PDF).
