The latter, I think, is one of the least costly choices, as I said, as I believe that after only 3 month of life and work you are eligible for full system membership (I believe this will soon be amended to 6 months).

For each EU member state, I believe there is a similar timetable, which varies from state to state and may differ depending on whether you have worked/contributed to the system in that state, your EU nationality or your EU visas and the length of your stay in that state. I think that East Europe will demand much less for personal payments than North or West Europe.
