Australian State and Territorial Health Ministers approved the Commission's Health Competence Declaration in August 2014 as Australia's flagship health competence response. The Commission's proposal for a co-ordinated health competence policy strategy in the Declaration is founded on the integration of health competence into schooling. It is backed up by a policy brief that provides an outline of health competence in Australia and identifies policies and measures needed to tackle health competence in a co-ordinated way.
Whom can help to improve health competence? Everybody can do their part to improve health competence. Health care organizations can work with the consumer to make sure that the information and service they deliver is easily understood, used and implemented. Health care professionals can use a variety of communications policies to make sure your patient understands their capabilities and shares their health care choices.
CSOs can help customers to talk about information and perceived benefits that are difficult to comprehend. Organizations involved in health and educational policies can increase consciousness and integrate the health competence principle into their work. Individuals can enhance their own health skills by taking the floor, asking for help and assistance, or asking for help and answers when provided with information or service that is difficult to comprehend.
The Commission carried out an inventory of health literacy activity across Australia in 2012. The Commission produced a health competence briefing document in 2013 and launched an overall consultative exercise on this issue. This is the definitive copy of the document titled Health Literacy: The taking of measures for safety and quality was published in August 2014.
In this context, the Commission has developed a health competence declaration which has been confirmed by health ministers as a health competence policy initiative.
